Adaptive Management Webinar Recap, Lessons from Re:BUiLD

The International Rescue Committee (IRC) Re:BUiLD Program and the Center for Global Development (CGD) co-hosted the Adaptive Management webinar on September 6, 2023.  The insightful virtual event brought implementers into one space to share learnings and reflections on the need to constantly review what works and what is not working in emergency response and recovery programming. This approach is known as adaptative management.

The webinar provided lessons from the Re:BUiLD Program’s application of the adaptive management principles in its urban refugee livelihoods programming in Nairobi-Kenya and Kampala, Uganda. The panelists then went into more detail and provided recommendations for aid workers and donors.

During the webinar the IRC’s Re:BUiLD Program Director Priscilla Dembetembe pointed out that; "Adaptive management is an approach that allows for flexibility.”

She added: “There's a need to change how we approach programming. For us to be adaptive, we have to generate evidence that can inform decision making. It calls for a culture change on program leadership where we must listen to the frontline team members who directly engage clients and pick what works and what does not. There is also a need to guide the implementing team to accept what the results and evidence from our work is telling us. This is often not easy to do. An additional enabler to adaptive management is supportive donor approval processes and systems"  

The Re:BUiLD Program, implemented by the IRC, the CGD, and other partners with funding from the IKEA Foundation, is one of programs attempting to work in an adaptive way to support economic self-reliance of urban refugees and host communities in Nairobi and Kampala.

IRC Global Surge team Deputy Country Director of Programs Nicol Herbert cited favorable donor policies and multi-year funding as key enablers of adaptive management practices in the delivery for responsive interventions in crisis settings.

"The IKEA Foundation policies not only permitted but actively encouraged adaption under the Re:BUiLD Program. Multi-year funding is key in the design of programs that allow room for identifying and testing solutions to complex challenges," stated Nicol Herbert  at the event.
