The Re:BUiLD program aims to empower urban refugees and vulnerable host residents for economic self reliance and to enhance the economic, regulatory, and social environments in urban areas with the core pillars being service provision, Evidence and learning, Influence and adoption. From its inception in 2021, the program was intentionally designed to place clients at the center of its implementation.

This client-centered approach was institutionalized through the establishment of a dedicated Client Responsiveness docket, ensuring that the voices, feedback, and lived experiences of urban refugees and vulnerable host community members actively informed programming decisions, service design, and adaptation.
